I question your date (1949) or you made a typo because Norinco did not exist in 1949 and according to the Blue Book the Model 99 Coach shotgun importation did not start until 1999.
The gun is listed as being in 12 gauge only with 20 inch barrel and the values given are:
MSR,$251, 100%-$215,98%-$200, 95%-185, 90%-$170, 80%-$155, 70%-$145 and 60%-$135.
If you still need more information contact:

P.O. Box 5575
Diamond Bar,CA 91765

Very few gun makers put dates made on their guns. Could you be mistaking the serial number for a date and yes the gun was made in China. The name I gave you is for the importer. Norinco is a state run manufactured and run by the Communist Government in China. In 1949 the Communist and the Nationalist were involved in a civil war and were not making guns for export.

http://en.wikipedia.org/wiki/Norinco Norinco was founded in 1980, so the 1949 on your gun must be a part number

There's no manufacturer (at least not a Chinese garbage manufacturer) that puts the date on individual parts... quit arguing with experts... you're making yourself look silly.

I believe that the mark is I 94 g. That would be a series or run number. The Norinco AK47 often has similar markings.

At any rate, it certainly is not a DOM.
