Shorten a shotgun barrel from 28" to 18"?
What is the legal overall length of a shotgun?

As any law abiding citizen, I would not want to make a fatal mistake and get in trouble over this.

Make it 18.5 to be on the safe side. And know how to measure it properly before you start cutting.

SO, specifically in the Commonwealth of Virginia, is it legal to shorten the barrel to 18.5"-20"? 'Cause the first reply above implies that a .22 LR rifle CAN be shortened below 16" and I don't think its true... Or is it a federal vs state discrepancy?

For the .22, the NFA takes precedence. See Short Barrelled Rifle (SBR):
