Are punches distributed based on how many people enter (or sign up for...) an NSCA event or how many actually shoot? The rule book says "entries" but is someone who signed up but doesn't shoot an "Entrant"?

Just curious, thanks.

Only those who shoot and turn in a score

What happens is someone shoots and doesn't turn in a score card and that happens occasionally?
a. In the event a shooter does not turn in his/her score card,
the score recorded on the Master Score Sheet will be entered as the official score. If a Master Score Sheet is not
available, then a score of one (1) will be entered as the
official score. (see IV-F-6)

I took the OP to mean that X number of shooters signed up initially through pre-registration, but not everyone showed up so there were only Y number of shooters in a particular class.

I have had that happen to me where I saw 7-8 shooters in my class on the pre-registration, but at the end of the day there was me and one other who actually showed up, so no punch for high score in my class - frustrating, but that happens.
