I want to get in to reloading hevi-shot because it's so much$$ the system I was looking at was Mec 600 jr in 12 will this work for reloading hevi-shot? I want to load 3'' 1 1/2 of #4.

The MEC 600 will work except the charge bar may not throw the right shot charge an easy way around that is to use an adjustable shot dipper you just weigh the charge and set the dipper. They are available at www.ballisticproducts.com

Yes, you should use the thicker multi-metal wad, sam-1 or, similar to protect against barrel scoring.
With the odd and various shapes of hevi shot causing such off weight drops you should hand weigh each charge. I load 25 at a time and do each step on all shells then move to the next, all get powder, then wads and spacers, and then shot and spacers, then crimp.
With the bulky nature of Steel powder I keep a very close watch on the powder drops, it is variable especially when the bottle is full or running low, even with a baffle in place.
