You can easily get a new Beretta silver pigeon for a couple hundred bucks more. I just went through the same situation. I didn't want to spend more than $1500 but ended up waiting a couple weeks so I could increase my budget. I am happy with my decision.

I just purchased a new SP1 at Shoot Straight (South Florida) for $1599. They also gave me a good trade-in for my White Wing. They were also selling Citori target models for the same price.
Keep an eye out for deals. Some of the chains are offering some good Black Friday offers.

Definitely go with the Beretta SP1 even if you have to pay a couple hundred bucks more than $1500.

Buy a lightly used and well cared-for Citori they are all over the gun markets and let the original owner "enjoy" the depreciation.

I would have to say the best sub $1500 I’ve yet to purchase has been a Fausti Caledon in 20 ga. A little over 5000 rounds so far without a problem. Will it go 100,000? I have no idea but the thing still looks new, and has much nicer wood And engraving than my SP1. I’m an old guy and pretty confident this shotgun will long outlast me.

Beretta 680 series. Period. Stomping the competition since 1979.
I have a Beretta 686 Silver Essential. The cheapie field model. I didn't want pretty wood or pretty engraving. (Ok...I did but I couldn't afford it) It has the exact same frame as the 682 and the 687 EELL. I added longer barrels and a bunch of stuff as the years went on. Find a good deal on a 680 series Beretta. Do not be afraid of a used one. They will go bazillions of rounds. Mine has about 70,000 through it and probably only has about 900,000 before it needs an actual service.
The Browning Citori is the only other I'd recommend. Amazing history.

I bought a very nice and used 12ga. 28" BERETTA 687 SILVER PIGEON-II for $1,495.00 today, that best I can tell was made in 2004, but appears as-new, unfortunately it only came with the two choke tubes in the gun, which appear to be Optima 20mm extended chokes marked M, IM. I need to find the rest of the set at a good price, at least Sk, IC, Full.

To be honest you are limited to Turkish made guns at that price point. They are pretty much the same in quality . For $1500 you could probably find A Fausti or a FAIR mtg gun. Both Italian.

The B guns are closer to two thousand today than $1,500 and worth every cent, if you want to spend that much. But because of the severe devaluation of the Turkish lira, there are true bargain over and under shotguns from CZ (and others) less than $1,000. https://cz-usa.com/product/cz-drake/A $600 Turkish over and under is not as fine a gun as an $1,800 Berreta or Browning. But the B guns are not three times better. They are hardly better, at all.
