That's no BS! There are even some differences between constrictions of different gauges, as in, the 28ga. Beretta Mobilchoke "Skeet" choke is European style, ie: negative choke (larger than the bore), while their larger gauge Skeet chokes are American style, with a smaller-than-bore diameter.

Those larger than bore chokes are measured at the muzzle. Inside the choke they have a constriction and then it flares out.
