Did winchester ever offer a red head recoil pad in 1940 as a factory option on model 12 skeet guns, saw one on a 20 gauge pre war skeet the other day, owner said it was ordered that way from winchester when his dad bought it in 1940, gun was not for sale?

Unlikely. I don't have a large 1940 Winchester catalog, but here is the recoil pad offerings from the 1941 Winchester catalog --

Location: somewhere east of the I-95 corridor, until you get to connecticut. but you can bank on vanzant, mo..
only guns that came from the factory with pads were trap guns in 12ga.
that said, you (could) order a pad thru the custom shop for a pigeon grade gun or anything else they sold.
but a pad on a 20ga skeet gun is highly unlikely, being in the 40's, it was still a low gun game and pads would hang up on clothes.
the give away if its not factory installed is...the drilled holes you find in the butt behind the buttplate.
if it came from the factory, the only holes youll find are the ones for the pad. the plate and pad don't have the same distances between screw holes, thus, anything more than 2 holes in wood indicates it was added later.

Nope.
Heavy duck guns came with solid red Winchester pads.

I’ve never seen a factory pad on a skeet gun. Aftermarket, yes, but not factory
