I notice that Trulock and other choke makers use the same numerical constrictions on their 20ga chokes as their 12ga chokes whereas some other makers use 20ga constrictions that are less numerically for a given designation.

So, one makers choke designated as modified might throw a higher or lower percentage into a target at the same distance as another makers choke given the same bore size.
Should not the choke markings ( i.e. IC -Mod - Full etc.) be consistent in constriction for all standard marked chokes ?

That would be wonderful but sadly doesn't happen which is one of the reasons patterning is necessary (also different loads put different percentages thru the same choke). There is no choke labelling governing body.

Add to that the marketing people that now label chokes as "Decoy", "Passing", "Xtra-Range" "Early/LateSeason"
