There's another interpretation of what you see: See these two rules:
C,1,e,3: Simultaneous Pair (True Pair)--Two targets launched simultaneously.
I think it's clear that "there's a delay" refers to the launching of the right to left target.
and f:Target number, selection. and order of presentation for any competition shall be at the discretion of the Shoot Officials, but must be the same for all shooters.
This may not be the best way to verbalize "Was that pair the same?" , but it's clear the scorer agrees, and notes the difference "It's not me". Less here than it appears, and certainly no breaking of any rule or agreement to do so.
