There's another interpretation of what you see: See these two rules:
C,1,e,3: Simultaneous Pair (True Pair)--Two targets launched simultaneously.

I think it's clear that "there's a delay" refers to the launching of the right to left target.

and f:Target number, selection. and order of presentation for any competition shall be at the discretion of the Shoot Officials, but must be the same for all shooters.

This may not be the best way to verbalize "Was that pair the same?" , but it's clear the scorer agrees, and notes the difference "It's not me". Less here than it appears, and certainly no breaking of any rule or agreement to do so.

Back to one of the earlier questions regarding the difference in course difficulty of the two main courses...they were similar but there were a few more tower stations. Station 13 blue course was three true pairs of brutal crossing tower birds, one was a midi. As per the ref at the station the average score for the station was a 1...accounts for about a 5 bird difference in scores between the courses.

This is easy....they thought they were shooting TRAP

I have a hard time believing 1 was the average score when one should have been able to easily get 2 or 3 out of 6 by staying on the first bird with 2 barrels. It was not that tough of a pair. Yes the orange course was easier overall, but there was nowhere near a 5 bird difference from one station.
