I have a line on the above gun metal work is 95% normal wear and tear, Wood is reasonable possibly refinished with a thin pachmeyer recoil pad black in color? Asking price is $1500.00 its a 3" chambered gun.

What barrel length?

If the gun met my desires on barrel length and I was buying it to keep and use I would buy it.

If I was looking for a gun to resell and make money on I would pass.

I would think very little collector value. As I said, value it as a shooter to you. These are well thought of guns and there are not a lot of other choices for a decent SxS so the shooter value is actually pretty good. But to me the 26" barrels and the open chokes limit that a little. That is for my use for a gun though, not yours. It might be just your cup of tea.

The choke selection is making me hesitate.. I thought about adding choke tubes but then I'm adding more money to the equation... I might as well buy a new CZ or other used Sxs at that point...

I do not know much about Win 23 prices. So I checked Gunbroker for an idea. First gun I saw was a Model 23 Pigeon, 26" barrels, win chokes, case, excellent, etc for $2200 buy it now.

I do not think you can genrally come out ahead adding choke tubes to an ordinary double gun. Special guns for special reasons, yes. Maybe if you get a heck of a buy on a gun. If you want a gun with choke tubes buy the gun with them already in. For several reasons. I have been that route. $500 for choke tubes puts the gun you are looking at right up there with the one I mentioned. I shoot an O/U with Briley chokes. I love them. But, I bought the gun with them already installed for a lot less than the original cost of the gun plus the installation. I had chokes installed in a cheaper O/U and they never patterned correctly because of unusual bore diameters. I sold it for about what it cost without the chokes to start with.
