State teams consist of 5 persons in the Open team and one person in all classes and con-currents. State teams are usually declared around April-May of each year. No minimum age or maximum age for that matter. You can take a look at Georgia's State Teams here.
 
Who determines the All State teams? The NSCA, or the individual states?

Our state determines State teams for NSSA, which usually comes out a couple months after the NSSA All American teams, which typically come out in March.

NSCA determines the Sporting Clays State Teams based on their criteria which is published on the NSCA web site. However, some states will also select a state team based on their criteria. I have never seen what that criteria is and Georgia does not select a state team.
Skeet is a different animal. When I was shooting a lot of skeet, our state selected a state team (the state was not Georgia). The selection was based on shooting the NSSA minimums and having the highest averages in the state.
