I picked up a CZ Drake for "utility" work and it shoots too low. I want to try putting a comb riser on it but I don't want to thicken the cheek area.
Does anyone make a comb riser that changes the comb and nothing else?
 
Beretta sells a comb riser pad for about 40 bucks
It is a self sticking ( non adhesive) pad applied to the comb. If you only want to raise the comb height without changing the cast, apply it to the outer side of the stock

Used mine on Beretta SP 1 field gun when using it for clays. Was OK. Finally just bought clays gun with an adj comb
 
I used one before deciding to spend the money on having an adjustable comb added. Did what it was supposed to.

Their "Shot Gunner's Wedge" is probably the best bet for what the OP is after. It'll take some of the slope out of the comb, and it's thicker on top than the sides, unlike all the competition. It'll still affect the cast a bit, but less than any of the competing products made of material with a uniform thickness.

It has a slope, so you can tune the amount of lift a bit by positioning it farther fore or aft on the comb. And it's long enough that you can cut a couple inches off either end as necessary. If applied to a clean stock the adhesive is secure, yet if you're careful you can peel it off and move it several times.
 
I ran into the same thing with my Drake.
I bought a Beartooth 2.0 with the shims.
I choose one of the thinner if not the thinnest foam shim. I cut the shim so it just fit the comb then I stuck it on with double sided tape.

You can see what I ended up with. I put it on went and shot it came back added tape and repeated until it shot dead on. My Drake 20 ga shoots off the top of the rib or cover up the target with the bead. Works great never slips or moves. Hope this helps.
 
Cheek-eez trim out to just be at the 12 O'clock position and over including opposing side. I put a cheek-eez on my Sharptail ( unaltered ) because it was shooting low for me the extra on the side did not affect me as far as cast.
 
I fit a lot of casual shooters with the Beartooth that need to get their stock adjusted to where it needs to be to get the proper alignment, which most are not experienced enough to know where they need to be for proper fit, including my son and several of his friends that are occasional shooters. They own various mass produced shotguns that usually have stock dimensions that are too low and too short as the manufacturers usually solve for the lowest and shortest stock dimensions, which is fine, because it’s a lot easier to add length of pull and comb height than to take it away. Plus they get a softer comb and padded butt plates to boot.
 
I used the Beartooth to prove a Citori I bought needed an adjustable comb to fit me correctly without spending the money and learning it failed to do what I wanted. The other benefit is it did not mar the stock in any way. The Beretta stick on pad was on the wife's Browning Gold and it pulled the finish a bit and it is marketed as reuseable but we did notice it was a not as tacky after removed and reinstalled.

I have not used one in many years. They do work. Wilt a little ingenuity you can change the height difference front to rear using 1/2 spaces for the first layer and full spacers for the top layer. These things are not a popular as they were years ago, as they are not very attractive. Once you have determined the correct height you can try something a little more "En Vogue".
 
Here’s one I did I added a kick ezz recoil pad after cutting the stock off and I added a cheek eez to the comb this is on a canvas back.

This is the right side. I guess you could trim the other side for a right hand shooter so it wouldn’t affect the cast. But I have read it’s hard to trim and made to look good. And you would need to know how much rise you needed. In this case the gun didn’t fit me and was punching me in the face so I changed the toe and added a better recoil pad and the cheek eez pad. That fixed the problem and didn’t affect poa vs poi.
 
There is one that uses a neoprene sleeve to hold the pad on but I find it moves with each shot. I would avoid that type.

Not so much with the Beartooth one; mine worked great. The other to try would be some moleskin, depending on how high the comb needs to be moved; OR a tapered wedge between the stock and butt plate OR one of the systems like Graco that gives you an adjustable buttplate

Agree with OLDSKEET that Meadow industries makes great products as well. I use the recoil-slip pad on several 12 gauge guns. I keep few of there products on hand as well.

I’m always trying to help friends and family achieve better gun fit and more comfort so they will like and keep shooting, we need all the shooters we can get to keep our sport and facilities going.
