I picked up a Sears/Winchester/Cooey 840/37A/??? break 12Ga in "like new condition"

Upon examination I don't think it's been fired (well maybe once?) with good reasons.
I initially thought I just had an ejector/extractor issue but those parts are pristine, touched them up to be absolutely sure...
With my brain properly engaged- or as close as I get - I suspect this thing left the factory
with the chamber undersized and the extractor bits just can't overcome.
Are these the dimensions I should see?:
12 Gauge = Chamber Length of 2 3/4",
.8100" Rear And .7980" Front Chamber Diameter.
12 Gauge = Chamber Length of 3",
.8111" Rear And .7980" Front Chamber Diameter.
As to what I can do if my suspicion is correct.... :?:
