I am fairly new to shotgun hunting. My question may seem quite obvious to you.
While reading the California hunting reg, one of the provisions states "All shot shall be loose in the shell". What does that mean? Is the factory load shotgun ammo "loose in the shell"? Why would someone want to pack the shot tight in the shell?

I believe it is meant to ensure that you don't shoot a rusted- together steel shot clump out of your gun. This could be very injurious to the barrel, the shooter, or someone downrange farther than the usual injury range (~100yds). Just a guess though. I can't see a benefit for epoxied together shot, so I don't see a criminal element to the rule. Just safety.
