All shot shall be loose in the shell?

I am fairly new to shotgun hunting. My question may seem quite obvious to you.
While reading the California hunting reg, one of the provisions states "All shot shall be loose in the shell". What does that mean? Is the factory load shotgun ammo "loose in the shell"? Why would someone want to pack the shot tight in the shell?

Some folks "back in the day" would melt wax into a shotsell to make the shot clump in a ball of wax and lead. On impact the shot would them spead through out the target. This is very dealy at longer ranges adn is also dangerous for more than a few reasons!
