Most all the powders can be loaded to lower or higher pressures. The Winchester ball powders are no different in their ranges than other powders. If you want low pressure from any powder, look for lightest charge weights in the published range, and perhaps even a little below that weight, if you can still find a good component stack height by careful wad selection.
