I know Ruko in the past imported firearms from many manufacturers. I can't say forsure anything else but it certainly seems to say Ru-Ko.
Canadian Importer
i posted this on the Spanish forum, but thought I would post here as well looking for more insight. I am trying to find out more about this gun. You can see more photos in the gallery.
It does have an importer name on it, but I am not sure what it is as the gold plating on those words has been rubbed off. It says something like RU-KO of Canada LTD. I am pretty sure of the R and the Canada Ltd. part, but the other letters are just guesses as only the bottom half of them are still visible. This is located on the left barrel and the word "Pioneer" is located on the right barrel. Here is a photo, but I am sure you are not able to see it very clearly.
