I know nothing about reloading. Are these a necessity?

In modern shotshells, the overpowder wad function is performed by the one-piece wad/shotcup. It's purpose is to seal the expanding gases behind the shot charge, so they push the shot out of the barrel, while the shotcup portion protects the shot from scrubbing on the inside of the barrel (or in the case of very hard shot protects the barrel from being scored by the shot). There are also 2 piece wad/shotcup arrangements, one of the pieces being called an overpowder wad. I guess the answer to your question is yes, but usually the overpowder wad is incorporated into a wad/shotcup.
