I heard a rumor that they were trying to bring Elk back to Tennessee. Is this true?

Its true, we've had them for a few years now. this year they are offer a very limited number of tags for a hunt. http://www.state.tn.us/twra/elkmain.html

4 tickets went out last year with the Rocky Mountain Elk Foundation taking one of them (worth joining for $35 a year).
We have 134 elk in the Great Smoky Mountains national park (and a few that wander out) on the NC side, but no hunting in the park of course or in NC.
