Can anyone tell what this progressive charge is by the markings?

It is a very old fixed charge bar for 1 1/8 oz of shot, attaching a picture of the old MEC guide with suggested loads using that bar, note that some of the powders listed may be discontinued.

Most of us use them as paper weights.

That was the standard O.E.M. charge bar that came with the 12 ga MECs. Every older MEC I ever had, came with that bar. 18.5 gr Red Dot, with 1 1/8 oz shot. 3 drams equivalent.

Useless. As Steve said, use it as a paperweight. Or, if you know someone with a machine shop, you can probably convert it to a double bushing bar.
