As a side note, It is my understanding that the Higgins brand is a store brand for Sears that could have been made by several different manufacturers and as a store brand they don't have a lot of market value to collectors. If this is a family item it probably has more sentimental value than monetary. Either way MarlandS should be able to help with a little more information on the gun.
There is no value on that particular gun as it was recalled by Sears due to safety reasons. 583.20 is a High Standard Model 10 12 ga with a rolldate of 1/16/52 .
What you need to do is contact Sears about sending the bolt back to them, they will pay, I believe, $50 for the bolt
