Barry.....Years ago there was a somewhat standard rule for powders, except Ball powders called the 5-5-10. Which meant for each % increase or decrease in powder, one got the same % increase or decrease in velocity, but twice that increase or dcrease in % of pressure. However, if you decide to reduce powder, therefore reducing velocity, I would not go below a 5% reduction in powder or below 1175 ft/sec. Ball powders can get tricky as pressure decreases or increases.
When you say you want to improve your patterns, do you mean to tighter up (smaller) or try for a more even pattern? Are you using your 28 for clay birds or hunting?
