In this case, the receiver or the part of firearm that has the serial number is considered a firearm and must abide by the applicable laws. In many states, you, as a private party can sell a long gun (handguns vary even more state to state) to another person from that same state without going through an FFL. By Federal law, you cannot sell it across state lines without going through an FFL on the receiving end of the transaction.

Legally, the receiver is considered a firearm. The same regulations that apply to selling a complete firearm apply to selling a receiver.
