Look at the box. If it doesn't say steel, it's not steel. Nobody, anywhere, ever, has sold a shell that had anything but lead in it that was not clearly marked.

But if you need to know for CERTAIN, since you already own them, cut one open or pry a petal back and get a pellet out, squeeze it with a pair of pliers, if it crushes it's lead.

I just realized, I could have saved you a step and told you to use a magnet, magnet will stick to the crimp w/ steel. Just have to keep it away from the base since they are steel on almost all shells now.
