Try Fiocchi they do not import it to the US anymore but they made a #7 Nickle Plated Live Pigeon Load that was available in Europe. Not cheap but very effective.

I don't know about a 925.

Mossberg does make a 935 that is basically a waterfowl shotgun and will only cycle with 3" or 3 1/2" shells.

You can always manually cycle the action...somewhat slows down that 2nd shot!!

You are prolly going to need to use either 3 or 3.5 shells or you might get away with some of the high speed 2 3/4. Or your gun might need a good cleaning. Either way it will probably never fire reliably with 2 3/4 because the gun was made for waterfowl hunting and was built to handle the more powerful 3.5 in shell. As for finding 3 inch #7 I have no idea.
