There's a used Winchester M12 in "fair condition" at my local gun shop for $350 CDN. It is a 29" barrel with a fixed full choke with a 5+1 capacity.

The serial #: 652731

Could you guys advise me and date this shotgun?

Is it a 3" chamber, and can it shoot steel shot?

As Slim said it is 2 3/4" only, not 3". Don't shoot steel.
The is 30", not 29", unless it's been cut. You measure the inside of the barrel from the muzzle to the closed bolt face.
Your gun was built in 1932.
It has a 6+1 capacity. It was made before the 3 round wooden plug was mandatory. That became law in 1934.
