My Winchester 1500 XTR has action problems. I can clean it which helps for about one box of shells. In cool or cold weather I might as well carry a single shot. Is this a cleaning problem or a design problem? If it a cleaning problem what is the trick? If it is a design problem is there a fix? Any help would be appreciated.

I've got a model 1400 win. which is identical in design to the 1500 and I was having the same problem as you are. What I did was open the bolt and spray about a half a can of rem-oil in to the action, and I mean literally a half a can. I don't know why this helped because I clean it really often. You might try it , after all it can't hurt anything.
