Because thats where alliant steel likes to burn well producing good speed. Not ultra speed, but fast enough for tss.
No point loading powder below its optimal to get a billion fps. It should burn cleaner and produce less variation. Be usable at colder temperatures too. The loads will be boringly decent. The powder is key its usage.
Over here, when we had access to alliant "381" and alliant "steel" everyone was using it for 1,1/8 and 1oz oz steel to get 1600fps. Bloopers, bad primers or not enough oompf or room in the hull to stuff more and more powder. Even with the upper pressures of european loads. Those guys using it for normal 1300fps and good 11k pressures, had decent loads still.
Most powders work very decent at the max payload. With tss ultra speed isnt nessasary.
