I don't know if you've had a chance to look at the consultation document on changes to existing legislation, via the link that I posted earlier, but some of the potential changes there should sort things out !

Some of these proposals, if implemented, could be quite damaging, especially if you extrapolate the situation to consider the way that such legislation creeps into place in the UK.
