Wisconsin, deer and shotguns

Do I understand correctly that current Wisconsin Hunting Regulations prohibit hunting deer with a shotgun - indirectly, by ammo requirements?

As per Regulations,

It is illegal to:
• Use, possess, or have under control of any of the following while hunting:
• Shot shells containing shot larger than T, except when hunting for furbearing animals.
• .......
• Hunt a deer, bear, or elk with any ammunition other than an arrow, bolt, or bullet that is a single projectile of an expanding design.


So, slug is not permitted for deer because it's larger than T. Buckshot is not permitted because it is both larger than T and not single projectile.
If the above is correct, what is the reason to prohibit slugs?
If a slug is not considered 'shot', which official document defines that?

You can hunt deer with slugs in Wisco. In fact up until the regs changed a few years ago, the south eastern part of the state was slugs only. Now rifles are generally permitted statewide subject to local ordinances …. so in populated areas you would need to still check if rifles are allowed.

I didn't know they made that change allowing more rifles in the previous slug only zones. Interesting. I wonder if more states will follow. I know some have gone to allowing "straight wall cartridges" in previous slug only zones.

They are still trying over in your state. There has been no increase in gun accidents from the change in WI.
