Stock bolt, then install lock washer then install flat washer. The flat washer is necessary to get the lock washer to flatten and provide its locking force. Without the flat washer the lock washer would just dig into the wood of the stock in the bolt hole.

Ok so add the lock washer then the flat washer and tighten down the stock bolt

Not actually a flat washer. That one goes in first with the tits towards the wood. Next is lock washer and then nut.

 

Put the stock on.
Put the flatish washer next over the tube.
Put the split washer next.
Last the big nut.
Tighten.
